CloudFiles community licenses support all Salesforce Experience Cloud types: Customer Community, Customer Community Plus, Partner Relationship Management, and External Apps.
CloudFiles community licenses do not need to be assigned to individual community users. They are consumed based on each unique login per month. For example, if a community user logs in once or multiple times in a month, they will consume only one CloudFiles community license.
If there are more unique logins in a month than the CloudFiles community licenses included in your plan, the logins will still work. The CloudFiles team will reach out to your billing contact for an upgrade if the logins are exceeded significantly and consistently.
